It lays out two levels of nursing practice: a professional level in which minimum preparation was at the baccalaureate level, and a technical level, in which minimum preparation was at the associate degree level. The paper recognizes the increasing complexity of nursing education, and of societal, technological, and governmental structures, and makes the case for simultaneous changes in the nursing profession and its educational preparation.
