It was written under the auspices of the National Health Council, and with the assistance of a robust advisory committee. Chapter subjects include those about the values and functions of voluntary health agencies and where they lag in their missions, what they can do to increase their effectiveness, the democratic process at work in agencies, the roles of state and national organizations, financing voluntary health work, professional organizations, volunteers, attitudes toward the future, and more. It also explores the changing nature of health agencies following World War II. The book contains appendices of agencies studied, statistical tables, and a self-evaluation schedule. Selskar Michael Gunn (1883-1944) was a public health expert who was a vice-president of the Rockefeller Foundation for many years.
