This work is a project in fact-finding for the public health nursing field, in which 2000 nurses employed in official agencies were interviewed. The study was undertaken after health organizations in New York noted the need for personnel information nationally, and following the NOPHN's 1933 creation of the Committee on Personnel Practices. This book first outlines the method, purpose, and scope of the study, including locations and population sizes of communities studied. What then follows is a summary and recommendations, classification of public health positions, policies relative to the selection of personnel (including educational requirements, salaries, application forms, promotions, health examinations, and more), general administrative policies (including hours of work, vacations, retirement, pensions, and more), brief histories of nursing, public health, and civil service in the United States, and a count of nurses in official agencies.
